Title: To authorize the Director of the Department of Finance and Management to enter into three (3) Universal Term Contracts to purchase Sewer Pipe Fittings with Ferguson Enterprises, LLC d/b/a Ferguson Waterworks, Core & Main LP, and Flex Connection Inc. d/b/a Joints Inc.; to authorize the expenditure of $3.00 from the General Fund; to declare an emergency. ($3.00).
Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Sewer Pipe Fittings with Ferguson Enterprises, Core & Main, and Flex Connection Inc., The Division of Sewerage and Drainage is the primary user of these fittings. Sewer Pipe Fittings are used to repair and replace sewer lines throughout the City of Columbus service area. The term of the proposed contracts are approximately two years, expiring March 31, 2026, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on February 22, 2024. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO002726.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.06 relating to competitive bidding (Request for Quotation No. RFQ026735). Three (3) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Ferguson Enterprises, LLC d/b/a Ferguson Waterworks., CC# 009189 expires 3/8/2025, Catalog and discount specified, $1.00
Core & Main LP, CC#000148 expires 1/26/2025, Catalog and discount specified, $1.00
Flex Connection Inc. d/b/a Joints, Inc., CC#015765 expires 2/26/2026, Catalog and discount specified, $1.00
Total Estimated Annual Expenditure: $100,000.00, Division of Sewerage and Drainage as primary user.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract expires on March 31, 2024.

These companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
