Explanation

Mayor Ginther’s vision for Columbus, America’s Opportunity City, is that every 4-year-old in Columbus has access to a high-quality pre-kindergarten education. To meet this goal, the City must engage organizations that are positioned to assist in this effort.

Therefore, the Office of Education requests permission to contract with HMB - Learning Circle Software, LLC to provide ongoing technical support for the CeeHiVE data platform. CeeHiVE is a cloud-based web application that pre-kindergarten providers use to assimilate enrollment, assessment and attendance data, and allows teachers to make real-time decisions on instruction. CeeHiVE can help improve program outcomes and increase effectiveness through its unique dashboard and reporting capabilities.

The Office also requests to waive competitive bidding per City Code Chapter 329.15 as HMB - Learning Circle Software, LLC was selected due to their prior experience and success in providing the same services since 2018.

FISCAL IMPACT: Funding for this contract ($205,325.00) is available within the 2024 Office of Education General Fund budget.
