Explanation
BACKGROUND
This ordinance authorizes the Administrative and Presiding Judge of the Franklin County Municipal Court to accept two grants from the Franklin County Office of Justice Policy & Programs and to appropriate the total amount of the grant from the unappropriated balance of the general government grant fund to the Probation Department of the Franklin County Municipal Court. The work release grant (start date 4/1/24) is for $45,000 and will fund services provided by Alvis, Inc. for defendants to stay out of jail and retain their employment. Defendants reside at Alvis at all times except when released for work. The electronic monitoring grant (start date 1/1/24) is for $50,000 and will fund services provided by Satellite Tracking of People LLC for electronic monitoring of probationers.
Emergency Legislation is requested so the grant funds can be used as close to the grant start date as possible. This will allow the services to continue without the use of the general fund, preserving general fund revenue. The grant funds must be used within the grant term.
FISCAL IMPACT
$95,000.00 will be expended from the General Government Grant Fund.
