Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with Farber Corporation for the replacement of the air conditioning units used to cool the Automated Fingerprinting Identification System (AFIS) at the Central Safety Building. The AFIS computers store fingerprinting and photographic evidence for the Columbus Police Division, Franklin County, and surrounding political subdivisions. One of the two air conditioning units failed this past April. To address this situation, a Mayor's Emergency was declared on April 29, 2005, per Columbus City Codes 329.27. Formal competitive bidding requirements were waived. Informal bids were received as follows.
Farber Corporation $55,300.00
Air Force One, Inc. $61,900.00
Axiom Mechanical Services $65,600.00
The Facilities Management Division recommended the bid award to the most responsive and responsible bidder, Farber Corporation, in the amount of $55,300.00. This was authorized by the Mayor's Emergency letter.
Emergency action is requested in order to reimburse Farber Corporation for costs incurred in the replacement of the air conditioning units.
Fiscal Impact: The Police Division has $4,155,000 budgeted in its 2004 Capital Improvement Budget for Police Facility Renovations. The cost to replace the AFIS air conditioning units is $55,300.00. Farber Corporation Contract Compliance Number 31-0746886, exp. 09/30/2005.
