Explanation

The State of Ohio is currently reconstructing the Sunbury Road/State Route 161 Interchange as a part of their greater S.R. 161/Interstate 270 Interchange improvements. The existing traffic signals at this interchange are part of a series of Sunbury Road traffic signals currently maintained by the State of Ohio. The proposed reconstruction of this interchange will move one of these signals from Blendon Township south into the City of Columbus. Once this interchange is reconstructed the City will be legally responsible for the maintenance of the traffic signals relocated within its corporate boundary. The Public Service Department, Transportation Division, the State of Ohio, and Franklin County officials all believe the public will best be served if the State continues to maintain all of the traffic signals in this series. To achieve this objective the Public Service Department would like to submit a detachment petition to the Franklin County Commissioners that would detach 0.63 acres of existing Sunbury Road right-of-way to Blendon Township. If the City of Columbus does not detach this area the City will need to enter into a signal maintenance agreement for this one signal with the State of Ohio for which the State would require annual compensation from the City. The following legislation authorizes the Public Service Director to sign the necessary petition.

Fiscal Impact: The City will need to enter into a signal maintenance agreement with the State of Ohio for the signal relocated within its corporate boundary if the City does not detach this area. The State of Ohio will require annual compensation for the cost of maintaining this signal.
