EXPLANATION

1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to execute a planned contract modification with ME Companies, Inc. to the Division of Sewerage and Drainage's general engineering services contract. This modification will increase the funding for the contract services by an additional $200,000.00 ($100,000 for Sanitary and $100,000 for Storm). This award will modify a previous engineering services contract to augment existing engineering personnel within the Sewer System Engineering Section (SSES) of the Division of Sewerage and Drainage on an as-authorized, as needed basis.

2. CONTRACT MODIFICATION INFORMATION:
This contract was originally procured for purposes of providing engineering services to augment engineering personnel within the Sewer System Engineering Section (SSES) of the Division of Sewerage and Drainage on an as-authorized, as needed basis. The contract was established with fixed direct labor, overhead, and fixed fee rates for the period of 2006 through 2009. This ordinance will authorize the establishment of $200,000.00 in additional funding split evenly between the two aforementioned divisions of SSES. Under the terms of this contract, the City has the right to contract for additional services to fulfill emergency capital improvements or smaller scoped projects, subject to the approval of a contract modification by City Council to provide general engineering services for the Division of Sewerage and Drainage. The rates established within this contract will remain in force throughout the life of the contract.

3. FISCAL IMPACT:
This legislation includes a transfer of funds within the Sanitary Sewer Revenue Bonds Fund and an amendment to the 2007 Capital Improvements Budget to allow sufficient cash and authority in the proper account for this project. There is already sufficient funding for the necessary expenditure in the Storm Sewer Bond Fund.
