Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into a contract with Zucker Systems (cc# 330131188, expires Feb. 12, 2010) to provide full-service assistance to the City by developing a business model, financial model and implementation plan for the creation of a One-Stop Shop department devoted to the private development processes within the City of Columbus. The consulting firm will be responsible for the completion of a thorough consolidation plan to bring the pertinent City departments and divisions into a newly formed city agency. Zucker Systems will prepare the necessary technical reports of the analysis performed and provide recommendations for alterations and improvements to the current business processes. They will also provide an implementation plan for its recommendations and a strategy for ongoing evaluation of the new department. Zucker Systems was recommended to the Director of Development and the Mayor by an interdepartmental review team representing the Mayor's Office, Development, Public Service, Public Utilities, Finance, Equal Business Opportunity Commission and private-sector members of the Building Services Review Committee.
Emergency action is requested to begin the evaluation/discovery phase immediately.
FISCAL IMPACT: Funds for this contract are allocated from the Development Services Fund ($209,950) and the Department of Public Utilities ($90,000).
