Explanation
BACKGROUND: This Ordinance authorizes the Director of Public Utilities to enter into a planned modification of the professional engineering services contract with SAIC Engineering of Ohio for the Water Security Enhancements Project, Division of Power and Water (fka Division of Water) Contract No. 1066.
This is a planned contract modification, as indicated in the original authorizing legislation Ordinance No. 1527-2005. This proposed modification will provide professional engineering construction administration services for Tier I facilities and detailed design services for Tier II facilities. Additional services include engineering design for "Interim Security Measures" to the 910 Dublin Road Utilities Complex; engineering design for three "reporting stations"; and associated training and construction oversight for these facilities. Breakdown of costs are

Original Contract Amount: $2,981,333.00
Amount of original contract and this modification: $6,346,906.00
2. Reasons additional goods/services could not be foreseen:
This was a planned contract modification, as indicated in the original authorizing legislation Ordinance No. 1527-2005.
3. Reason other procurement processes are not used:
This project is security related and is an extension of the federally mandated Vulnerability Assessment for Water Infrastructure Facilities. The work that has been performed to date has been handled in a secure manner with documents treated as "Restricted - For Official Use Only". The contract was originally authorized with the intent for future modifications.
4. How cost of modification was determined:
The consultant prepared a detailed cost breakdown exhibit including estimated hours and hourly rates for each task. This cost
breakdown was reviewed and approved by the Project manager for the City Division of Power and Water.
