Explanation
Background: This legislation authorizes the City to enter into a contract in an amount up to $648,458.80 for the Sidewalk installation for Woodward Avenue, Brentnell Avenue, and Holt Avenue project and to pay construction inspection costs up to $101,357.00. The project consists of construction of sidewalks and wheelchair ramps at the following locations:
· Woodward Avenue: From Brookcliff Avenue to Brentnell Avenue (North side)
· Brentnell Avenue: From Woodward Avenue to Holt Avenue on both sides
· Holt Avenue: From Brentnell Avenue to Byrd Drive (South Side).
The project will also make all of the intersections ADA compliant.
Overall project related information:
· Length of proposed sidewalk: 1.14 miles.
· Number of ADA curb ramps: 32 ramps.
· Pedestrians traffic generated from the residential areas will use this sidewalk to go to the community center and churches along Brentnell Avenue and South Mifflin Elementary School.
· Trees and grassy areas will be added where vehicles previously parked.
· This area is served by COTA bus route No. 9.
· The proposed sidewalk for the project conforms with the Pedestrian Thoroughfare Plan.
The City of Columbus places a high priority on providing safe access to pedestrians and particularly, access to schools. The City established a multi-year program to fund sidewalk installation projects throughout the City to provide safer pedestrian access by filling in gaps in the existing pedestrian system. This project is part of the multi-year sidewalk program.
The estimated Notice to Proceed date is July 2008. The project has been given 60 days to complete construction. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange. Eight (8) bids were received (seven majority, one minority) and tabulated on April 4, 2008 as follows:
