Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Facilities Management Division with Mull & Weithman Architects, Inc., in the amount of $16,108.00 for professional services (design and construction administration) due to scope revisions for the operational needs of the Division of Police for security fencing, a gate system, and building site security, to include an exit-entry sytem and exterior cameras, at 333 West Town Street to accommodate Precincts 8 and 16. Ordinance No. 0135-2006, passed February 15, 2006, authorized the architectural and engineering services in order to produce detailed plans for the renovation of 333 West Town Street. This ordinance will provide professional services for improved security and accommodations for the operational needs of Precincts 8 and 16.

Due to budget constraints, security fencing, an electronic gate, and other security upgrades were omitted from the original specifications; however, the Division of Police has deemed the security measures as necessary for safety and operational needs. Due to the fact that Mull & Weithman Architects provided the original professional services for this project, a modification with Mull & Weithman is the logical and most expeditious option for addressing the requested modifications. Selecting another architect at this point would lead to duplicated work and possibly mistakes. Therefore, it would not be in the best interests of the City to bid the professional services (design and construction administration).

EMERGENCY ACTION is requested for professional services (design and construction administration) due to the safety and operational needs for the Division of Police, thereby providing necessary safety services to City residents.
