Explanation
Background:
The Recreation and Parks department is seeking to purchase one (1) conventional diesel powered, crew cab and chassis truck with Forestry chipper dump body with options. The equipment will be used by the Division of Forestry Operations as part of the Department’s emerald ash borer mitigation efforts.
Funding for the vehicle purchase was previously established via Ordinance 1905-2011 and is available per Auditor’s Certificate 033035/003.
The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA004268). Fifty One (51) bids were solicited. Four (4) bids were received. Bids were received by the Purchasing Office March 15, 2012 as follows:

We are rejecting all bids:
Ricart Properties, Inc. dba Ricart Ford, Inc. was the apparent low bid but their bid was not of equal quality level per specification.
FYDA Freightliner submitted two (2) bids. Their bids are being rejected because of the gas tank being on the opposite side of what the specification required.
Center City International is being rejected because the Department does not want to spend an extra $11,423.00 for the gas tank to be on specified side.
We are rejecting the bids and waiving competitive bidding to accept the lowest bid of equal quality to the specification which is FYDA Freightliner Columbus, Inc. with Ace Truck in the amount of $104,405.00 because the placement of the gas tank does not interfere with the performance of the vehicle and we do not expect any new bids at this time if we were to rebid.
