Title: To authorize the Finance and Management Director to enter into three contracts for the option to purchase Traffic Sign Posts and Street Name Sign Posts with MD Solutions, Inc, Firelands Supply Company, and Unistrut Cincinnati and to authorize the expenditure of three dollars ($3.00) to establish the contract from the Mail, Print Services, and UTC Fund; and to declare an emergency. Explanation

BACKGROUND: This ordinance authorizes the option to purchase Traffic Sign Posts and Street Name Sign Posts for the Department of Public Service, Division of Planning and Operation. The term of the proposed option contracts will be through July 1, 2014 with the option to extend two additional one year periods, subject to mutual agreement by both parties, in accordance with formal bid SA004342 The Purchasing Office opened formal bids on May 3, 2012. The traffic sign posts and street name sign posts are used as supports for traffic control signs and delineators and street name signs throughout the City of Columbus.

The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA004342). Twenty-one seperate line items were bid. Forty-nine (49) bids were solicited (MAJ: 47, F1: 1, M1A: 2) Four bids were received (MAJ:3, F1:1).

Twenty-one seperate line items were bid. These companies are not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of States database for Findings for Recovery.

The Purchasing Office is recommending award of three contracts to the lowest responsive, responsible and best bidders:

MD Solutions Supply, Inc., CC#311804276, exp. 9/30/13
Firelands Supply Company, CC#341728477, exp. 9/16/13
Unistrut Cincinnati, CC#311451775, exp. 9/7/12
Total Estimated Annual Expenditure: $50,000.00

This ordinance is being submitted as an emergency because without emergency action for these traffic sign posts and street name sign posts signage along City of Columbus streets will be delayed and the efficient delivery of valuable public services will be slowed.

FISCAL IMPACT: Funding to establish these option contracts is budgeted in the Mail, Print Services, and UTC Fund. City agencies will be required to obtain approval to expend from their own appropriations.
