Background:
Bids were received by the Recreation and Parks Department on May 30, 2013 for the Thompson Community Center HVAC Replacement Project as follows:

Title
To authorize the City Auditor to transfer $1,284,000.00 within the voted Recreation and Parks Bond Fund 702; to amend the 2013 Capital Improvements Budget Ordinance 0645-2013; to authorize and direct the Director of Recreation and Parks to enter into contract with General Temperature Control, Inc. for the Thompson Community Center HVAC Replacement Project; to authorize the expenditure of $2,074,000.00 and a contingency of $200,000.00, for a total of $2,274,000.00 from the Voted Recreation and Parks Bond Fund; and to declare an emergency. WHEREAS, bids were received by the Recreation and Parks Department on May 30, 2013 for the Thompson Community Center HVAC Replacement Project; and
WHEREAS, funds are being moved to alternate projects within Fund 702 to establish correct funding project detail location for the Thompson Community Center HVAC Replacement Project; and
