Title: To authorize the Director of Public Utilities to enter into an agreement for professional engineering services with CHA Consulting, Inc. for the Olde Beechwold Area Stormwater System Improvements for the Division of Sewerage and Drainage and to authorize the transfer of $382,336.00 within the Storm Sewer Bonds Fund; to amend the 2014 Capital Improvements Budget and to authorize the expenditure of $382,336.00 within the Storm Sewer Bonds Fund. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with CHA Consulting, Inc. for professional engineering services for the Olde Beechwold Area Stormwater System Improvements. The purpose of this project is to eliminate Stormwater flooding in the Olde Beechwold area. The consultant will investigate all relevant data sources, field conditions and records; perform hydraulic calculations that describe existing conditions; develop multiple feasible alternatives including “green”, “gray”, and a mixture thereof, to accomplish the project objective; perform a business case evaluation to select the most cost effective solution, prepare a preliminary design report, including a recommendation; and revise this report to address City review comments.

ENGINEERING CONTRACT AWARD: CHA Consulting, Inc. was selected in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through Requests for Proposals (RFPs)". The RFPs were sent to Strand Associates, CHA, EMH&T, MS Consultants, Dynotec, DLZ, ME-IBI, and Williams Creek Consulting.

Upon review of the proposals, the bidder was ranked using criteria specified in the City Code, and more specifically: Proposal Quality, Competence to Perform, Project Schedule, and Local Workforce. Based upon these criteria, CHA Consulting was selected for this project. Their Contract Compliance Number is 16-0966259, expires 8/13/2015, MAJ.

FISCAL IMPACT: This legislation includes $382,336.00 for mitigating Stormwater issues in the Olde Beechwold area as directed by the Project Engineer, which will be paid from the Storm Sewer Bonds Fund.
