Explanation
BACKGROUND: This ordinance is for the option to purchase Longitudinal Channelizers and related items necessary for installation by Traffic Management, Department of Public Service as the primary purchasing agency. Longitudinal channelizers is a traffic separation system alerting and guiding traffic around an obstacle or to direct traffic in a certain direction. The term of the proposed option contract is through December 31, 2017. The Purchasing Office opened formal bids on March 5, 2015.
The Purchasing Office advertised and solicited competitive bids in accordance with relevant provisions of the Columbus City Code Chapter 329 (SA005765). Eighty-Three (83) bids were solicited (MBR: 3, F1: 3); One (1) bid received.
The Purchasing Office is recommending award to the lowest, responsive, responsible and only bidder as follows:

Total Estimated Annual Expenditure: $50,000.00
This company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
This ordinance is being submitted as an emergency to maintain a source of supplies for street traffic control devices as the current contract expired March 31, 2015 and it is essential in continuing to provide safer streets.
FISCAL IMPACT: Funding to establish this option contract is from the General Fund. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
