Explanation
BACKGROUND: The Ohio Department of Medicaid (ODM) has selected Caresource to provide services for the Ohio Home Care Waiver (OHCW) program, beginning July 1, 2015. This ordinance authorizes the Director of Recreation and Parks to enter into a revenue contract with Caresource beginning July 1, 2015. Central Ohio Area Agency on Aging (COAAA) will provide case management services for OHCW clients in the Columbus region.

The OHCW program is designed to meet the needs of financially eligible consumers who require an intermediate or skilled level of care and who are age 59 or younger. Without the services available through the waiver benefit, these consumers are at risk for hospital or nursing home placement. Consumers approved for the OHCW benefit may receive care and services at home.

FISCAL IMPACT:
This ordinance requests the expenditure of $3,500,000.00 from the Recreation and Parks grant fund.

Emergency action is requested in order to meet the conditions of the contract so that services to eligible consumers can begin July 1, 2015.
