Explanation

BACKGROUND: This ordinance authorizes the Mayor of the City of Columbus to enter into a Memorandum of Understanding (MOU) with the Franklin County Commissioners to jointly fund the cost of replacing the Division of Police's Automated Fingerprint Identification System (AFIS). The AFIS system records and maintains all the fingerprints of all suspects and arrested persons by Columbus Police and provides a data base for future reference. Several other jurisdictions, including the Franklin County Sheriff's Office, provide over half of the fingerprints contained in the AFIS data base of records. Representatives from the City of Columbus and Franklin County have verbally agreed that the annual cost of the AFIS replacement shall be shared equally between the two jurisdictions because Columbus Police and the Franklin County Sheriff's Office are the largest users of the AFIS system, accounting for approximately 75 percent of all fingerprints in the system. The balance of fingerprints maintained in the AFIS system are from other legal jurisdictions in the Central Ohio area such as Delaware, Licking, Knox Counties and suburban communities Reynoldsburg, Dublin, Grove City, and Upper Arlington.

The current AFIS system is over 15 years old with approximately 90 percent capacity, and is in need of replacement. The request to enter into contract to purchase the equipment is in a companion ordinance.

Emergency action is requested to allow representatives from the City and Franklin County to draft and execute an MOU that will ensure the immediate and future funding of the AFIS system.

FISCAL IMPACT: This ordinance authorizes the Mayor to enter into an MOU with Franklin County Board of Commissioners to jointly fund the annual cost of replacing the Division of Police's AFIS System.
