BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into a contract with Intergraph Corporation to upgrade the current Computer Aided Dispatching (CAD) system. This ordinance also authorizes the Finance and Management Director to issue a purchase order to OnX Enterprise Solutions to purchase nine (9) new servers and accessories for the CAD System. CAD is used to assist in processing 911 calls and dispatching runs from the public through the Public Safety's communications center at Fairwood Avenue for both Police and Fire/EMS service requests. The CAD system is also a repository of data and records for these calls and dispatched runs. Intergraph Corporation will support the current CAD configuration through June 2016. In order to continue to receive maintenance support from Intergraph, the Public Safety Department must upgrade the CAD product. In addition, the upgrade of the CAD system will provide improved report generation, newer GIS mapping technology, increased backup and software interface capabilities, all of which enhance the overall system. The current CAD system went into operation in 2010. The CAD upgrade will include an expansion of the number of servers.
Bid Information: The Department of Public Safety requests this purchase based upon sole source provisions of the Columbus City Code as Intergraph Corporation is the only known providers of the required upgrade and services for the CAD system. The servers will be purchased utilizing an existing Universal Term Contract (UTC) established through the competitive bid process by the Purchasing Office with OnX Enterprise Solutions, Contract number FL006269.
EMERGENCY DESIGNATION: Emergency designation is requested so that the upgrade for the CAD system may proceed in time to be installed by June 2016 and ensure continued operations.
