Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to modify the contract with Stantec Consulting Services, Inc. for professional engineering services for the NPDES Stormwater Permit Wet Weather Monitoring Project for the Division of Sewerage and Drainage, Stormwater and Regulatory Management Section. The City’s Stormwater NPDES permit requires the City to monitor discharges from its municipal separate storm sewer system (MS4) during wet weather events. The permit specifically requires the City to monitor wet weather discharges from three city outfalls once each quarter. Monitoring services performed under this project will allow the City to meet its permit obligations.
The Director of Public Utilities accepted proposals on May 25, 2012. Two (2) proposals were received. The City’s latest Stormwater NPDES permit, issued by Ohio EPA, became effective on May 1, 2012. The permit requires that storm water outfall monitoring tasks associated with this project be initiated six (6) months from the effective date of the permit and continue throughout the permit monitoring and reporting period (2013-2018). The Division entered into contract with Stantec Consulting Services, Inc. for the entire scope of services and associated project implementation for the entire 5-year permit term. The contract language allowed for the request of future additional budget appropriations for this contract through future contract modifications, based on funding availability, to cover the total overall cost of this project throughout the 2013-2018 contract period. The contract period for this modification is through February 12, 2017. All terms and conditions of the original agreement remain in full force and effect.
