Explanation
BACKGROUND:
The City owns fee simple title to a parcel of real property located along Mound Street and Interstate 70, Columbus, Ohio 43215, identified as Franklin County Tax Parcel 010-020231 (“Property”), managed by the Department of Finance and Management (“Finance”) that is encumbered by a highway easement benefitting the State of Ohio, Department of Transportation (“ODOT”). ODOT is undertaking certain improvement and maintenance to the public right-of-way of Interstate 70 adjacent to the Property (“Public Project”) which necessitate ODOT acquisition of fee simple title to the entire Property in order to complete the Public Project.
The Department of Finance and Management has reviewed ODOT's request and supports granting the Property to ODOT for the Public Project to foster intergovernmental and benefit the public through the improvement of the adjacent I-70 public right-of-way subject to the reservation of a general utility easement to the City in order to maintain all existing utilities located in, on, over, under, adjacent, through, and burdening the Property.
