Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Builderscape, Inc. for the demolition of old and installation of new benches and trash receptacles at Franklin, Hanford Village and Nelson Parks.

Members of the Near East Area Commission (NEAC) requested park improvements using Urban Infrastructure Recovery Funds (UIRF). The request included updating benches and trash receptacles at Franklin Park to improve the use for those walking the paths for exercise and to improve the overall aesthetic of the historic park. Twelve wooden benches in poor condition will be removed and replaced with new steel benches that match other memorial benches currently in the park. An additional five benches will be installed along paths throughout the park. The existing metal drum trash cans will be removed and replaced with 20 steel receptacles that match the new benches. NEAC also requested additional benches at Hanford Village Park and Nelson Park to improve the use of the loop walks at these parks. Two new benches will be installed at Hanford Village and three new benches will be installed at Nelson Park.

The costs for this project will be $77,297.88 with a contingency of $7,730.00 for a total of $85,027.88.

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on May 8, 2017 and received by the Recreation and Parks Department on May 23, 2017. Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determined that Builderscape, Inc. was the lowest and most responsive bidder.

Builderscape, Inc. and all proposed subcontractors have met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329.
