Explanation
BACKGROUND: This ordinance provides the option for City departments to purchase Reliable Control Parts and Services in order to maintain the heating, cooling and ventilation (HVAC) in various City of Columbus facilities with Riley & Associates Inc. The Department of Recreation and Parks is the primary user. The term of the proposed Universal Term Contract (UTC) would be from the date of execution by the City up to and including October 31, 2019 with the right to extend for one (1) additional one year term subject to mutual agreement by both parties. Riley & Associates is the only local authorized distributor for Reliable Control Corporation parts with factory trained engineering and service personnel.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: Funding to establish this option contract is from the General Fund. City agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

To authorize the Finance and Management Director to enter into a contract for the option to purchase Reliable Control Parts and Services with Riley & Associates Inc. in accordance with the sole source provisions of the Columbus City Code; to authorize the expenditure of $1.00 to establish the contract from the General Fund.
