Explanation
BACKGROUND: The legislation authorizes the Director of Finance and Management to establish purchase orders for Body Armor & Tactical Gear from an established State of Ohio Contract (STS781 Schedule 800234) for the Department of Public Safety with Vance Outdoors Inc. This contract was not bid but negotiated by the State of Ohio. However, it has been determined by the Purchasing office to be the most cost-effective method of obtaining the needed items.
The current contract for Body Armor & Tactical Gear expired on October 31, 2017. Vance Outdoors Inc. will provide Department of Public Safety employees with the necessary items to outfit and protect police officers and firefighters.
Vance Outdoors Inc. is a state contractor for Body Armor & Tactical Gear. Allowing the Department of Public Safety to access this state contract will give them the opportunity to purchase the necessary body armor and tactical gear through the e-catalog system.
Ordinance Number 582-1987 authorized City agencies to use State of Ohio Department of Administrative Services contracts when deemed cost effective. This ordinances asks that the Finance and Management Director be authorized to establish purchase orders of up to $100,000.00 from the State of Ohio STS781, schedule number 800234.
