Title: To authorize the Director of Public Utilities to renew (Renewal #1) an existing engineering agreement with Andover Associates, Ltd. for the Southerly Waste Water Treatment Plant Post Aeration Diffuser Replacement Project; to authorize the transfer of $634,048.47 within and expenditure of up to $1,163,648.47 from the Sanitary Sewer General Obligation Bond Fund; and to amend the 2019 Capital Improvement Budget. Explanation

1. BACKGROUND: The Southerly Wastewater Treatment Plant (SWWTP) operates four (4) chlorination and post aeration basins as part of the disinfection treatment process. The current PVC air pipe and ceramic diffuser system was installed in 2006 as part of S69. Due to age and UV exposure, the PVC legs are failing at an accelerated rate. This issue is compounded due to the discontinuation of the air distribution leg by the original equipment manufacturer. This project will replace the post aeration diffusers, replace two centrifugal blowers with hybrid type blowers, rehabilitate three centrifugal bowers, replace the post aeration supply piping, replace and/or repair tank train valves and actuators, sensors and controls for to provide a more automated and energy efficient post aeration system, and other appurtenances to provide a fully post aeration system.

1.2 Reasons additional goods/services could not be foreseen:
Contract renewal was planned.

1.3 Reason other procurement processes are not used:
The funding provided by this contract renewal is for continuation of the existing work of the contract. In so much as work was planned for and anticipated within the original procurement, it is not reasonable or cost effective to undertake a new procurement to acquire these services.

1.4 How cost of renewal was determined:
A cost proposal was provided by Andover Associates, Ltd., and was reviewed by the Division of Sewerage and Drainage and was deemed acceptable.

2. PROJECT TIMELINE: The renewal will allow for 2 years from Notice to Proceed through the completion of the Conform to Contract (CTC) Documents
