Title: To authorize the Director of Public Utilities to enter into a professional consulting service agreement with Tetra Tech, Inc. to provide development and facilitation of a multi-agency table-top exercise and a functional exercise to examine and validate the O’Shaughnessy Dam Emergency Action Plan (EAP); and to authorize the expenditure of $49,754.60 from the Sanitary Sewer Operating Fund, Water Operating Fund, Power Operating Fund, and Stormwater Operating Fund ($49,754.60).

Explanation

BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional consulting service agreement with Tetra Tech, Inc. to provide development and facilitation of a multi-agency table-top exercise and a functional exercise to examine and validate the O’Shaughnessy Dam Emergency Action Plan (EAP) as recommended by the Ohio Department of Natural Resources (ODNR) Dam Safety Office and required by the Federal Energy Regulatory Commission (FERC).
The scope of services includes using the Homeland Security Exercise and Evaluation Program (HSEEP), the consultant will facilitate the exercises and provide an After-Action Report and Improvement Plan following each exercise identifying any deficiencies in resources, improving coordination efforts between the Division of Water and emergency management authorities and first responders, clarifying roles and responsibilities of those entities identified in the EAP, improving individual performance of responders and gaining public recognition of the plan.
PROCUREMENT: The project was formally advertised on the Vendor Services website and Bonfire from September 8, 2020 to November 20, 2020. The city received three (3) responses. All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on December 2, 2020. The Evaluation Committee selected Tetra Tech, Inc. as the vendor for this project.

The company is not debarred according to the Excluded Party Listing System of the Federal Government.

FISCAL IMPACT: Funding has been identified within the Department of Public Utilities 2021 Operating Budget in the amount of $49,754.60 for this purpose. This ordinance is contingent on the passage of the 2021 operating budget, Ordinance 2503-2020.
