Title: To authorize the Finance and Management Director to enter into three (3) contracts for the option to purchase Traffic Pedestrian Signal Equipment with Path Master, Baldwin & Sours and Peek Traffic Corp.; to authorize the expenditure of $3.00 from General Budget Reservation BRPO001670; and to declare an emergency. Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Traffic Pedestrian Signal Equipment with Path Master Inc., Baldwin & Sours Inc., and Peek Traffic Corp. The Division of Traffic Management is the sole user for Traffic Control Products. Traffic Pedestrian Signal Equipment is used to manage traffic pedestrian signal crossings on roadways and crosswalks throughout the City. The term of the proposed option contract would be approximately three (3) years, expiring 1/31/2024, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on March 11, 2021. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO001670.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ017433). Four (4) bids were received.

The Purchasing Office is recommending award to the overall most responsive, responsible and best bidders as follows:

Path Master Inc., CC#006583 expires 12/22/2022, Items# 80 & 90, $1.00
Baldwin & Sours Inc., CC#004700 expires 10/7/2022, Items# 20-70 & 120-140, $1.00
Peek Traffic Corp., CC#000925 expires 6/5/2022, Items# 100 & 110, $1.00

Total Estimated Annual Expenditure: $40,000.00, Division of Traffic Management, the sole user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because without it the current contract expires on 3/31/2021.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
