Title: To authorize the Director of Public Utilities to enter into a construction contract with Danbert Electrical Corporation for the Circuit 30 Street Lighting Improvements Upgrade project in the amount up to $1,081,356.22; to authorize an expenditure of up to $2,000.00 from the Electricity G.O. (General Obligation) Bonds Fund for prevailing wage services to the Department of Public Service, and to authorize the expenditure of up to $1,081,356.22 from the 2020 Electricity G.O. (General Obligation) Bonds Fund. ($1,083,356.22)

Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract agreement with Danbert Electrical Corporation for the Circuit 30 Street Lighting Improvements Upgrade project, CIP No. 670871-100000, in an amount up to $1,081,356.22 for the Division of Power.

This project will involve the complete re-construction of Street Lighting Circuit #30. The project will involve the separation of the overhead lighting and underground lighting into two (2) circuits, as they currently exist as one (current CKT #30). A new underground circuit will be the result. The project will also re-design the current HPS lighting with LED lighting.

The planning area for this project is "Near East" (Planning Area 56).

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:
The project will re-construct what is currently existing Street Lighting circuit #30. The project will replace existing equipment, as well as separate overhead and underground lighting into (2) circuits. This will improve the reliability of the lighting within the project area. All new lighting will be LED. Existing HPS lighting will be converted to LED lighting. This will result in an energy consumption savings for the City of Columbus.
3.0 CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened four (4) bids on April 21, 2021: Danbert Electrical Corporation - $1,081,356.22; Complete General Construction - $1,186,911.22; U.S. Utility Contractor - $1,310,120.23; and Thayer Power and Communication - $1,845,204.05.

3.1 PRE-QUALIFICATION STATUS: Danbert Electrical Corporation has met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329.
