Title: To authorize the Finance and Management Director to enter into three (3) contracts for the option to purchase Structural Firefighting Gloves UTC with Mini Wing USA, Phoenix Safety Outfitters LLC, and Fire Safety Services, Inc., to authorize the expenditure of $3.00 from General Budget Reservation BRPO001670; and to declare an emergency. ($3.00).
Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Structural Firefighting Gloves with Mini Wing USA, Phoenix Safety Outfitters LLC, and Fire Safety Services, Inc. The Division of Fire uses these contracts to provide Structural Firefighting Gloves as needed. Structural Firefighting Gloves provide protection for Firefighters’ hands in hazardous situations. The term of the proposed option contracts would be approximately three (3) years, expiring September 30, 2024, with the option to renew for two (2) additional one (1) year periods. The Purchasing Office opened formal bids on September 16, 2021. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO001670.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ019610). Four (4) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Mini Wing USA, CC #034131, expires 09/21/2023, Line 10, $1.00
Phoenix Safety Outfitters, LLC. CC #007915, expires 09/20/2023, Line 20 and Line 30, $1.00
Fire Safety Services, Inc., CC #006498, expires 09/14/2023, Line 40, $1.00

Total Estimated Annual Expenditure: $150,000.00, Division of Fire.

Emergency Designation: The Finance and Management Department respectfully requests this legislation be considered an emergency ordinance to ensure a reliable supply of Structural Firefighting Gloves for the Division of Fire.

These companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
