Explanation

 

Memorandum of Understanding (MOU) #2022-04 was executed by the City of Columbus and the Columbus Fire Fighters, Local 67, IAFF. MOU #2022-04 amends Article 12 of the Collective Bargaining Contract (Contract), dated November 1, 2020 through October 31, 2023, by making a $4,000.00 market adjustment to the Fire Fighter E/5 Step of the Fire Pay Plan, as set forth in Exhibit A. MOU #2022-04 also establishes the City’s right to mandate overtime via Bulletin 21-088 and amends Article 13 by setting the rate for all overtime worked by Fire Fighters in the Fire Fighter Classification at the E/5 Step of the Fire Pay Plan.

 

The passage of this ordinance indicates Council's approval of MOU #2022-04 and Exhibit A, a copy of which is attached hereto.

 

Emergency action is recommended in order to allow for expedient implementation.

Body

 

WHEREAS, representatives of the City of Columbus and the Columbus Fire Fighters, Local 67, IAFF entered into Memorandum of Understanding (MOU) #2022-04, a copy of which is attached hereto, which amends Article 12 and Article 13 of the Contract between the City of Columbus and the Columbus Fire Fighters, Local 67, IAFF, dated November 1, 2020 through October 31, 2023, by providing a market adjustment, amending the overtime rate for all Fire Fighters and establishing mandatory overtime via Bulletin 21-088; and

 

WHEREAS, emergency action is recommended in order to implement the terms of the MOU in a timely manner; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend the Contract between the City and the Columbus Fire Fighters, Local 67, IAFF, by approving MOU #2022-04; to allow for expedient implementation thereby preserving the public peace, property, health, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That Memorandum of Understanding (MOU) #2022-04 amends Article 12 and Article 13 of the Contract between the City of Columbus and the Columbus Fire Fighters, Local 67, IAFF, November 1, 2020 through October 31, 2023.

 

SECTION 2.  That City Council, in the best interests of the City, hereby, recognizes and approves MOU #2022-04, a copy of which is attached hereto, executed between representatives of the City and the Columbus Fire Fighters, Local 67, IAFF.

 

SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
