BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC's) for the option to purchase Mainline Hydrants & Repair Parts with Core & Main LP and Ferguson Enterprises Inc. The Division of Water is the primary user for hydrants and repair parts. Mainline Hydrant Parts are used to install and repair fire hydrants and coordinating water lines. The term of the proposed two (2) option contracts would be approximately two (2) years, expiring March 31, 2025, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on February 9, 2023. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO002025.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.06 relating to competitive bidding (Request for Quotation No. RFQ023738). Three (3) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Core & Main LP, CC# 000148, expires 1/26/23, Items# 23-36, 38-73, 75, 76, 79, 81-91, 94-106, 108-115, 121-124, 128, 129, 131, 132, 135, 136, 139, 142-144, 147-152, 155, 158, 160, 164 & 166, $1.00;
Ferguson Enterprises Inc., CC# 009189, expires 3/31/23, Items# 1-22, 92, 93, 116-120, 125-127, 130, 133, 134, 137, 140, 141, 145, 146, 153, 154, 156, 157, 162, & 165
No bids were received on items# 37, 74, 78, 78, 80, 107, 138, 159, 161 & 163, these items will be bid informally as needed.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract expires on 3/31/2023 and to provide an uninterrupted supply of product, an emergency is requested.
