Explanation

BACKGROUND: The Director of Public Safety, on behalf of The Division of Police and the Division of Fire is requesting approval to enter into contract with Alina Sharafutdinova DBA Village Venture LLC. The Department of Public Safety received a U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration award, funding the Rapid Response Emergency Addiction Crisis Team (RREACT) outreach efforts in October 2019. The project award period was granted a formal extension period of 12 months. The extension grant budget period is September 30, 2023 through September 29, 2024. The grant extension will allow the completion of the initially approved program goals and permit an orderly phase-out of program objectives. Alina Sharafutdinova, DBA Village Venture, LLC, was selected as the grant program manager under the original award cycle. Village Venture, LLC operates under the guidance of Alina Sharafutdinova and consists of a team of data scientists, a data QA admin, and a project manager. Over five years of RREACT's operations, Alina Sharafutdinova has provided program management contract services to the team using the SAMHSA FR-CARA grant.
Through this contract, Village Venture, LLC will serve as a project, process, compliance, and reporting coordinator for the grant project under the 2019 SAMHSA FR-CARA Award. The Village Venture team will be responsible for the 2019 SAMHSA FR-CARA project phase-out, management and execution of the proposed objectives, data evaluation and analysis, and federal reporting. Village Venture, LLC will serve as the SAMHSA grant specialist's primary point of contact and ensure project implementation is completed according to grant goals, objectives, and timeline. Village Venture will work closely with the Columbus Division of Fire and Columbus Division of Police to ensure fiscal and programmatic reports are prepared and submitted on time.
