Title: To authorize the Director of Public Utilities to enter into a contract with Dr. Flood LLC, for the payment of emergency water remediation services for the Division of Sewerage and Drainage; to authorize the waiver of the competitive bidding requirements of Chapter 329 of the Columbus City Codes; to authorize the expenditure of $72,735.00 from the Sanitary Sewer Operating Fund; and to declare an emergency. Explanation

BACKGROUND: To authorize the Director of the Department of Public Utilities to enter into a contract with Dr. Flood LLC for the payment of emergency water remediation services with for the Division of Sewerage and Drainage. On January 15-16, 2024 five heating coils burst causing substantial water damage in several areas at the Sewer Maintenance Operations Center.

It was critical for the Sewer Maintenance Operations Center staff to act immediately to remedy the damages and to prevent the growth of mold and mildew for the health and safety of the employees.

Dr Flood LLC. arrived on-site and after reviewing the areas, a quote was given for $41,873.40 and was approved as manifestly impractical to bid by the Director of Public Utilities. During the work, additional areas were found to have extensive damage that needed immediate attention, which cause the costs to increase.

On April 4, 2024, an invoice received for $72,735.00. The delay in invoicing was due to the additional work added, the complexity of the damage, completion of work and adjustments to the invoice.

EMERGENCY DESIGNATION: The Department of Public Utilities respectfully requests this legislation be considered for immediate use to enter into a contract with Dr. Flood LLC for the payment of emergency remediation services that have been provided. Emergency action was needed at the time to remediate the water damage and to prevent mold and mildew for the health and safety of employees.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT: $72,735.00 is budgeted for this purchase.
