EXPLANATION
BACKGROUND: This resolution by the City of Columbus, Ohio (“City”), an Ohio municipal corporation, is to declare the City’s necessity and intent to appropriate fee simple title and lesser interests to real estate necessary for the City’s Department of Public Service, Division of Design and Construction, Traffic Signal Installation - Neil Avenue Signals (2945 Dr E/PID 540007-100029) (“Project”).
FISCAL IMPACT: Not applicable.
EMERGENCY JUSTIFICATION: Emergency action is requested to allow for the acquisition of certain real property interests for the Project’s construction to proceed without delay, which will preserve the public peace, health, property, safety, and welfare.

WHEREAS, the City of Columbus, Ohio (“City”), an Ohio municipal corporation, is engaged in the acquisition of certain real property interests for the City’s Department of Public Service, Division of Design and Construction, Traffic Signal Installation - Neil Avenue Signals (2945 Dr E/PID 540007-100029) (“Project”);
WHEREAS, an emergency exists in the usual daily operation of the City, because it is immediately necessary to declare the City’s necessity and intent to appropriate fee simple title and lesser interests for the Project; so there will be no delay in this Project; and for the immediate preservation of the public peace, property, health, welfare, and safety; and now, therefore,
